Attached is the classic jiraikei getup. It has many variations (not included in the submission), all of which are good, in case you aren't a fan of this particular one.
The idea is a blouse combined with either normal skirt or JSK, somewhat in this style, with a fair amount of frills.
Can be implemented either as a multi color dress or as a shirt and skirt.
